IF U_ACP some text ELSE some other text ENDIF

is there an IF statement like <!-- IF U_ACP --> but instead of if admin to be if not admin ?
or is there another way to show a link or some content to everybody beside administrators ?

if you make the changes for Inserting long messages i think you should not use fixed width like width: 700px; because for me it messed up pm view history, use max-width:700px; instead.
