I have some forums on my board that break the rules of google adsense, so I want the ads to be ignored in these forums and in the topics within it.
Can I edit any files to do this? How should I do?

Seems like you have a problem with your adsense account or the code you are using.
I have replaced all your settings with the ones I use here. So please note that you are using my adsense codes now.
I did this to show you that it will work with the proper code. Maybe Adsense needs to validate your account?

Also notice that your page level ad code was wrong. You need special code for page level. Mine looks like this:
