I finally removed dreamweaver from my PC, So that I'm forced to start using notepad++ more!

Yeah I did that.
But I think I know what my problem was
utf-8 without BOM is automatically selected when I open a document that was already saved with utf-8 without BOM
For all others I need to set it manually the first time..
we are getting smarter!
