problem is explained there. i believe its due this mod but I'm not sure.

It should be noted this script is designed to fix columns in the default phpBB3 schema. As such it will not be a cure if this problem occurs with modification related columns. If you have this issue with a modification related column, you will need to seek support in the modifications download topic or from the modification's author.
I did download the file for 3.0.9 and run it. It gave me a bunch of SQL commands to do for each table. But no command for this sql error.
Edit: I have done all SQL commands that script generated and the error is still present.

For certain values added in the topic table there was no value added when submitting the form of the contact board admin. So it gave a error.
I added a -1 value for all fields that don't get filled out by the user.
