I was wondering if deactivating an account is the same as forcing reactivation.

kind of, sort of, i don't think that is the same! i could be wrong but if you deactivate an account they will have to sign up again!
I use the force reactivation, when someone signed up and are still in the inactive users list, just to make sure they are no bots, or spammers! But like i say time and time again! "i could be wrong"
