PhpBB3 BBCodes

Just wondering how one would edit the user agreement, I keep having people register, but they never post anything, I want to put something in the agreement saying that members with 0 posts will be forced to reactivate their account if not making a post within a given amount of time..............

Does anyone know what file I need to edit?
