Guests voting on polls??

I want to allow guest voting on a poll, but voters can only vote once, will more than one guest be able to vote and and are guests identified by IP? the reason I ask this is because, I noticed that 'guest' (anonymous) is one user...

permissions > groups forum permissions > guests > polls > can vote in polls

i think guests will be able to vote more than one, since you said it yourself anonymous is one user no matter how many ip addresses are logged for that user, unless you banned certain ip addresses!
