Can u tell wich mod is it or how to do that ?

I dont no wat the mod is but the KARMA mod does a similar function where you can get negative karma if you post something deemed unnessesary.

well excuse me, since you are a member of that site, why don't you ask him! i can't really see what it is you are talking about anyways! we can't just look at someone else's site, and automatically know what it is that they have on their forum by just looking at it!

He's using
Medal System MOD for phpBB3 and
Multiple ranks probably.
