Setting Up A Localhost

I've just closed skype, now its saying the page cannot be displayed...................

goto your windows start menu > all programs > xampp-control > click it

should get this , im on vista o/s

but will be the same (sort of ):

and you restarted xampp,stoppped skype?

I've stopped skype and restarted xampp...

still getting the same message..
