Image Following Screen

Howdi,

I'd like to know how you can make an image that actually follows your screen. I'm not looking for something that scrolls down, i'm looking for something like this:

(The red thing with the numbers)

Yes, I want such an image, but then with the text "donate" and it redirects users to the donation page.
