How to add a forum?

I`ve added from the administrator panel a new forum,but it does not appear on the board index when i try to see it on the site....i must change permisions?or what?just didn`t understood...
p.s. i`m a totaly noob in php,html,phpbb,css....

take a look a this pic, look at where it says site name and site description!

how can i make a registered user of the forum a moderator...?
and how to change the language of the forum?i have downloaded the language pack,and copied in the respective folder.if i have another theme,what must i do to change the language?
